What the law actually requires of you
The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 apply to almost every private tenancy. You need a valid EICR at least every five years, and if the report is unsatisfactory, the C1 and C2 remedial work must be completed within 28 days, or sooner if the report specifies.
After the work, you must obtain written confirmation from the electrician that the remedials are done, and supply it to your tenant within 28 days, and to the local authority if they request it. We produce that confirmation as part of the job, addressed and dated, so there is nothing for you to chase.
The penalty for getting this wrong is real. Local authorities can issue civil penalties of up to £30,000 per breach, and Greater Manchester councils do use these powers. Against that, a £549 board is not a big number.
HMOs and AFDDs
Houses in multiple occupation carry extra conditions. HMO licences in Manchester, Salford and Bolton commonly require the electrical installation to be kept to a higher evidenced standard, and inspectors look at the board first. BS 7671 also now recommends AFDDs, arc fault detection devices, on socket circuits in HMOs; some licence conditions and insurers are starting to expect them.
